1) If a small float reissues at a low price. It creates a bigger float that's harder to manipulate and the stock will usually get shorted to lower than the reissue price. twitter.com/MasterBJones/s…

It’s supposed to be (this is key here), after thirty consecutive days they get a notice and have 6 months to trade above. But there’s appeals and it’s dependent on the exchange calling them out in the first place.
