Stocks are suppose to go up on what is deemed good news.
If they don't means the market is taking the short side of the trade on news.
With $MTSL I saw it in the high $5.00's then it started dropping to low $5.00's.
If the market really liked that news. That wouldn't happen.

Issue is that the entire market is red too. Call it bad timing but fundamentally, this stock is worth more than low $4s.

I bought at 4.85 yesterday for that news and it did spike premarket then very quickly plummeted and has kept plummeting. Unbelievable it was sold off so fast and now headed under $4. I missed the profit.
