Usually at the end of the Bull Market Cycle.
You have the economy getting stronger and then the market sells off because of fear of inflation.
Then FED raises rates but because the economy is stronger it can handle it. Then the market rallies.
But we don't have that this time.

Wouldn’t you say there is a lot of optimism for a better economy. More vaccine, less Covid, more people out spending money in restaurants, malls, movie theaters, more companies hiring due to pandemic gone? More stimulus money in the economy? At least for the short term
