My best guess would be China and Small Oils?
Maybe small Retail/Financials?
Weed & Bitcoin stocks can make a Bull run but never back to Prior Bubble prices.

This will take years to audit n they get 3 yrs to correct it. Short term non factor other than giving the industry notice to milk em for all they can now
