Part of me thinks its an offering given the discrepancy between Float and Shares Outstanding, but that doesnt explain why $PER and $PED halted at the same time. Thoughts?

I was thinking news for both..have a buy order pending for PER they both halted..I'm assuming spike was insiders buying in? I'm excited! Lol
