It all depends on the stock the sector & new developments etc.
But just because a small hot stock reissues millions of new shares at a lower price than it's presently trading to big investors. Doesn't mean it should always drop to that price like they always do.

I have a Etrade account and other accounts too. But I rarely use them. I prefer Ameritrade and Interactive Brokers for long trading. With Short trading there are other specific brokers that specialize in getting you hard to find shares to short.
