I must have missed a few safety measures in this bill. Can you fill me in on the part that establishes a valid, scientifically-based adverse events reporting system, trains doctors to identify, treat, and prevent vaccine injury, and allows manufacturers to be held liable?

Probably. Any flu virus will preferentially infect them.
