Herd immunity can be reached through natural infection, vaccines or a combination of both. No infectious disease epidemiologist will contest that. Natural herd immunity was common before the era of vaccines. A recent example is Zika virus.

Ultimately it depends on the cost, both economic and in human lives lost. We could reach herd immunity purely via natural infection if symptoms are mild and mortality is low, e.g. covid among young and healthy people. For the old/vulnerable, vax is the appropriate option.
