        *Diagnose* the young in order to protect the old. If you just test the old then sure, you know when they get the disease. But that’s what we want to prevent.

        Testing the elderly lets you *diagnose* the elderly, but doesn’t protect them. To protect them you need to test the people who would otherwise transmit it to them, so you can stop the transmission occurring.

        So by all means restrict testing to ‘anyone who ever meets someone over 65’. I think you’ll find that’s not very restrictive.
