What countermeasures are these? The vulnerable, which could include 20 or 25% of the population (over 60, and/or with co-morbidity) do not live in a separate sphere from the young. What you propose is easy to write but seems fanciful in practice.

With age-targeted counter measures, the young/healthy will catch it somewhat more quickly than the old, but many or most of the old (and otherwise at-risk) will eventually catch it from the young/healthy.
