1. Limited immunity in the population. 2. Inadequate social distancing and protection of the elderly, in combination with less social distancing among younger adults, as states are opening up.

Also bc there were panicky lockdowns in a lot of states before they had many cases. The lockdowns weren’t able to flatten a curve that didn’t yet exist, exponential growth had not begun, but did delay the onset of surges. So what would have been an April surge happened in June.
