Some but not all testing is important. E.g., we should test those that care for the elderly, which is not done enough. It is also important to test a sample of the population for antibodies, which is currently being done.

Thanks for the response. How would you compare testing and contact tracing efforts in Sweden and Germany? Is such a comparison valid? Obviously the deaths per capita numbers contrast dramatically.
