It's far weaker when you have enough tests as well. Tests should be the #1 priority.

Yes, testing nursing home staff should be a top priority, including asymptomatic staff. Also, as their numbers grow, people that have recovered from COVID-19 should be staffing nursing homes. With their immunity, they will not transmit the disease to the residents.
