        Restorative Justice does not mean that the time done -- away from loved ones for years -- is any less punitive. To end recidivism, give inmates a reason to learn and change inside. Pell grants help make that happen.

        We can rehabilitate or view people as degenerates, unworthy of growth, development, a second chance. There is a moral obligation to do the former. And society benefits.
