We got a rare look at the experiences of the nomadic sex offenders of Miami-Dade County, where a combination of federal, state and local laws has rendered almost all of the county off-limits to sex offenders with young victims. 1/ https://www.themarshallproject.org/2018/10/03/banished?utm_medium=social&utm_campaign=sprout&utm_source=twitter …pic.twitter.com/vo3qgrToix

The feds say they’re not allowed in public housing. The state says they can’t live within 1,000 feet of a day care center, park, playground, or school. The county says they can’t live within 2,500 feet of a school. 2/https://www.themarshallproject.org/2018/10/03/banished?utm_medium=social&utm_campaign=sprout&utm_source=twitter …

In the narrow slivers of permitted space, affordable apartments with open-minded landlords are nearly impossible to come by. And so, with so few options available, almost 500 of Miami-Dade’s 2,200 registered sex offenders are homeless. 3/ https://www.themarshallproject.org/2018/10/03/banished?utm_medium=social&utm_campaign=sprout&utm_source=twitter …pic.twitter.com/m2nlWL59Ks

This year, a county ordinance has made life even more difficult. Police can arrest sex offenders for camping on public property. They’re not allowed in homeless shelters either. 4/ https://www.themarshallproject.org/2018/10/03/banished?utm_medium=social&utm_campaign=sprout&utm_source=twitter …pic.twitter.com/XVenmRnaHC

Adults convicted of a sex offense in Florida must register their address with police. Homeless offenders are required to update their address and their driver’s license with each move. 5/ https://www.themarshallproject.org/2018/10/03/banished?utm_medium=social&utm_campaign=sprout&utm_source=twitter …pic.twitter.com/Xoe5VrrRqM

For those living in Miami, they must register in the Miami suburb of Doral. Getting to the registration office can be difficult for those using public transportation. The journey can take up to two days. 6/ https://www.themarshallproject.org/2018/10/03/banished?utm_medium=social&utm_campaign=sprout&utm_source=twitter …pic.twitter.com/au6ixJtlqs

One man we talked to lost his job, he says, because he missed too much work keeping his address updated. He was eventually hired back, but says he wonders what will happen next time the police move him from his current encampment. 7/https://www.themarshallproject.org/2018/10/03/banished?utm_medium=social&utm_campaign=sprout&utm_source=twitter …

In addition to residency and registration laws, many sex offenders are also navigating probation. They must adhere to a curfew, which usually lasts from 10 p.m. to 6 a.m. They must use an ankle bracelet and GPS box, both which must be charged every day. 8/ https://www.themarshallproject.org/2018/10/03/banished?utm_medium=social&utm_campaign=sprout&utm_source=twitter …pic.twitter.com/QPR5RVabxQ

Noncompliance brings the threat of jail time. Here are a few infractions, among dozens, that could lead to felonies: · Failure to register · Registering at one address and staying at another · Failure to report a new email address, tattoo, car, or job 9/ https://www.themarshallproject.org/2018/10/03/banished?utm_medium=social&utm_campaign=sprout&utm_source=twitter …pic.twitter.com/GMVVxTOKRO

Now, a new lawsuit brought by the ACLU and Legal Services of Greater Miami claims that the residency restrictions placed upon sex offenders has left hundreds of them homeless. 10/https://www.themarshallproject.org/2018/10/03/banished?utm_medium=social&utm_campaign=sprout&utm_source=twitter …

Lawyers argue that these restrictions have retroactively layered more punishment atop the original sentences, which is unconstitutional. Miami-Dade County has pushed back on that sentiment, saying that the law is a regulation, not a punishment. 11/https://www.themarshallproject.org/2018/10/03/banished?utm_medium=social&utm_campaign=sprout&utm_source=twitter …

“You have one law that says you can’t live inside and another law that says you can’t live outside,” says one of the attorneys representing sex offenders in the lawsuit. 12/https://www.themarshallproject.org/2018/10/03/banished?utm_medium=social&utm_campaign=sprout&utm_source=twitter …

Beyond the moral arguments about where sex offenders should live are the practical considerations of being human. They need to eat and sleep. They need a little money to get by. They need somewhere to pass the hours. 13/ https://www.themarshallproject.org/2018/10/03/banished?utm_medium=social&utm_campaign=sprout&utm_source=twitter …pic.twitter.com/G9viHi6cno

And so the nomadic sex offenders of Miami-Dade County begin and end each day with a question: How do you build a life in the shadows of a society that no longer wants you? 14/ https://www.themarshallproject.org/2018/10/03/banished?utm_medium=social&utm_campaign=sprout&utm_source=twitter …pic.twitter.com/8t0l1QLu2s
