Why is that even necessary? Article 1, Section 9 of the US Constitution already requires public Money to be disclosed. A slush fund is a direct violation of the law already.

You are correct but when has Congress followed laws they only make laws for us peasants to follow. Matt L at NBC gets fired. Franken and Conyers still have jobs. Get rid of all Congress that used this slush fund and make them pay it back with interest just like the IRS charges.
