That’s essentially what I said. But the city sets its levy and then backfills the taxes. Those under taxed by section 1805 are protected while others pay on their full value. Most of the full value are outer boroughs homeowners, mostly black and brown. As my full quote says

How can that be? Assessed value increases are capped at 6% annually. Unless it has a lot of units or commercial space or you did some kind of big permitted renovation?
