We need to make clear to Russia that any misuse of compromised networks to produce destructive or harmful effects is unacceptable and will prompt an appropriately strong response.

Unfortunately, it has taken 3 weeks after discovering an intrusion this significant for this Administration to issue a tentative attribution. I hope we'll begin to see a public declaration of U.S. policy towards indiscriminate supply chain infiltrations like this in the future.

You need to take more action than that, Russia continues to be a bad actor, they should have their assets seized, and sanctioned

Not strong enough. Perhaps disabling some of their own key capabilities or opportunity to do any further damage, in a preemptive fashion, sends a much stronger message of deterrence.
