Then change it, because virtually every single president (Dems included) has handed out pardons to ppl that should not have gotten one.
Make Federal Pardons subject to a board of review, or at the very least, NO pardons from September of an election year through Inaug day.

It wasn’t intended for such, no. But without implemented restrictions and safeguards Trump will continue to use and abuse the power of the presidency.
He has 28 days to do exactly that, and no doubt he won’t utilize it.

Apparently it is like absolutely everything else he has been allowed to get away with. The lack of accountability is astounding. Committees and crazy slow investigations got no where. Just gave him license to do more.
