Remove barriers to competition across state lines. Maybe insurers will return to the exchanges...when they kept leaving, the prices went up because there was no incentive to keep them low. Happens when government is involved (see student loans and college tuition).

Senator Warner: The problem with the ACA is not the plan itself but the embarrassment that it was a black president who came up with the ideas and Congress agreed! The GOP quickly labeled it Obamacare, and now that Trump is in office and hates everything Obama accomplished...
