      The people's right to decide is affected. 20 years from now the public theoretically could support an income tax by a 95% majority. With Leach's system, a 40% minority of legislators could keep the public from deciding. Leach wants to keep our grandchildren from having that vote.

      The people have no voice if you don't let a referendum even reach them. Your amendment makes it harder for the people to have that voice. That's not a point in favor of Prop. 4.
