The mines dried up (& were declared superfund cleanup site), brick factory at Ancho went under, the railroad left, forest fire damaged Bonita Lake (still a FEMA issue this year/8 yrs later) which affected fix for sulfate in Carrizozo's water. You can't fix bad luck.
