  1. It is important the expressed wishes of states, as conveyed through IHR, are not weakened or undermined by internal processes and procedures.

  2. At indicated that WHO want to introduce an intermediary system of alert to supplement the PHEIC declaration, "without reopening the text of the IHR" - The interaction between these two systems of alert will be a real challenge

Scientific paper: travel restrictions failed to stop the spread of H1N1. Look, I get it. Travel bans seem like an intuitive way to halt spread. But all the evidence from similar epidemics shows that the benefits are minimal and the risks are enormous.

Unlike humans, viruses don’t discriminate on nationality. Travel bans have limited public health benefit but significant detriment: ⬇️ international cooperation ⬇️ info sharing ⬇️ medical supply chain ⬇️ economies ⬆️ xenophobia & discrimination

WHO defines travel restrictions to include visa bans and quarantining travelers who are in good condition. This would include Australia. says they will ask countries who do to show cause for non-evidence based measures in accordance in with the IHR.

The continued praising of the response from China, without raising any of the human rights implications of said response, is disappointing. Human rights are meant to be embedded within the IHR.

What is important now is that states do not impose unnecessary, unhelpful trade and travel restrictions. The IHR needs to be upheld by all actors involved.

Coronavirus declared a PHEIC by WHO. The correct decision - The treaty criteria are met, and have been for some time.

This is a positive and very powerful (and unprecedented?) statement from a Chinese court, supportive of the statements by Xi Jinping and central leadership that China wants transparent outbreak information sharing. (thx for heads up)

Today, decides whether is a PHEIC. Self-evidently, this is a global emergency. should declare a PHEIC. Vital for to uphold essential values of : public health, human rights & int'l trade. That applies to ALL countries, including China.

Russia closes China land border to prevent spread of coronavirus - an unexpected but disappointing development. This is why a PHEIC was needed last week - Temporary Recs can highlight to states this behaviour is not beneficial, and not compliant with IHR.

In every major outbreak, advised against mass quarantines & travel band. It's glaring WHO supports a cordon sanitaire of >50 million people, unprecedented in human history. WHO doesn't comment if this is evidence-based or even seek to evaluate. China is a powerful actor.

Well this gives some indication as to how seriously human rights are embedded within the International Health Regulations.

It is positive that Dr. Tedros has reconvened the Emergency Committee to consider if ought to be declared a PHEIC. It’s clear that the criteria in the IHR are met, and a PHEIC ought to be declared.

Exactly: this is what we mean when we international lawyers say “protecting of the norms of the IHR” and “WHOs authority for normative and technical leadership”.

An interesting change to the WHO Influenza Strategy we wrote about here: . The original version included reference to the sharing of genetic sequence data, but now that’s not there... Why? No announcement has been made?
