This is huge, and the state *has* to follow through at their (heavier supplied) sites or else we will see supply shortages in city sites along with unused doses at state sites. The state must put mass vaccination above petty politics and open up their sites ASAP

What about people looking for second shots? Can they just walk into any city site for a second shot?

You should have already been scheduled for a second shot. You don't make an appointment for it. They tell you. If you skipped it, rescheduled it for the wrong location or time, or otherwise flubbed your scheduled time, you need to call the location you were supposed to go to.
