Cyclone Mocha could have a devasting impact on Burma, including parts of the country not under Burmese military control. Donors must also provide relief funds to civil society organisations which operate in those areas, using informal and cross border delivery mechanisms.

Authoritarian regimes know they can get away with pretty much anything. All they have to do is hold out for a few years and along come ministers and diplomats talking about turning a new page, and trade. They will factor this into their calculations re how far they will go.
