    SOME unlicensed bands, eg ISM bands, are not at all practical for exclusive licensed use Hence licensed/unlicensed is NOT a zero sum game!

    Globally, the U.S. is an outlier in its allocation of unlicensed & shared spectrum. In other countries, licensed spectrum is the norm. We need 350 MHz of spectrum auctioned in 2020. More in our latest study:
