Crime in San Francisco before the pandemic was extremely high. Reporting it may have been low, but it became impossible to park for 10 minutes without having your windows smashed in and any valuables taken. Shoplifting became rampant, property crime skyrocketed.

I find it difficult to reconcile your claims of both low reporting and high incidences of vehicular window smashing.

Its simple. The police aren't taking reports of minor crimes in many cases. Any theft under 1000 is now a misdemeanor and largely ignored. Seen the videos of people openly filling backpacks from store shelves with onlookers and no intervention? That's sf lately.
