Shall we call them "a flagrant offence to article IV of the 'Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, Including the Moon and other Celestial Bodies', aka as the 'Outer Space Treaty' " ?
To me "FOBS" is the new "EMP". Concept seems scary but there are so many arguments againts it, especially in this time of continuous full-global coverage space-based early warning systems for launches like SBIRS and over-the-horizon radars.

sure, but those arguments didn’t stop the Soviets from pursuing FOBS. and BTW, the US has a southern missile warning radar gap again…

SBIRS will notice the launches and the deorbit burns. Counterreaction on multiple launches will follow swiftly. And a single launch will be idiotic. Sure, maybe wipe out New York, but the raction to that will be clear, just like with launching an ICBM.
