Yeah, the game is "Nightmare In The Dark" and I've played it back when I just a little kid & it was amazing. The character had a lamp that throws fireballs at monsters, paralyzing them, it creates a big ball if you keep throwing more and you can push the ball to kill the rest.
the screenshots are super small because of the neo geos resolution. Never heard of that game before. But I saw the character you mean! :) Looks pretty cool.. thansk for mentioning!!
