I got a few ideas 
1: Some follow 2000 people on Twitter and one tweet might get lost.
2: some are not that active.
3: some just follow to attract new followers.
4: some see the tweets and move on.
Related to Twitter-Impressions on some tweets it feels like I have an account with approx. 20 Follower 
I´m not complaining. It just feels to me, I haven´t understand twitter that much. Or it is filled with tons of inactive users. What do you think?

Also, it depends on your tweet. If it's only text without a image or Gif, some might be too lazy to just read without any content to see.

I’ve found twitter doesn’t show EVERYTHING which is frustrating, but my guess is it is the work of the algorithm and whom they interact with the most

I've just gotten used to the fact that art twitter is saturated with so many amazing artists that some people just get lost in the noise. Not a bad thing however just means I have to work harder and keep improving!
