I wish I could do this for my webapp user experience. Is this something I could do by learning chrome plugin dev?

Basic CSS dropped into a plugin like Stylus (github.com/openstyles/sty) will hide anything you like.
I have a CSS snippet I use to do exactly this on twitter: gist.github.com/MaggieAppleton
Hides the timeline, right sidebar rubbish, and notifications.
Yeah CSS gets you a long way. I've also whipped up some little userscripts like this one that makes tabs not aggressively try to remind you about every single notification (see no red dots or (20+))
Get TamperMonkey then go here & press Raw to install

That is, mostly you don't even need to write a whole chrome plugin, you just need a few lines of javascript deployed as a userscript.
I can't fucking stand using twitter with the red dots.
