You can set it on a per-tweet basis though. I see it as a tool to be used when needed. Not a permanent setting.
yes that was my understanding, how it sets an expectation, and sends a message your feedback is on/off.
talking of blogging, comments disappeared for similar reasons.
followers will have a new meaning, someone who praise but don't dare contradicting,

I personally don't intend to use it much (if at all?), but was excited to see it knowing many women/other marginalised people on Twitter with large followings who deal with a ton of shit on here. Helps give them more control.
