It seems like the belief is "there is a hypothesis X", and having belief is knowledge of the hypothesis - confidence is p(X is true).
"There is a hypothesis X" sounds more like comprehension than belief.
Right, and comprehension is essentially binary, which is what he posits; you cannot have a degree of confidence in it if you don't grasp it.
That would be a clear definition, implying linguistic use of degrees of belief is shorthand for confidence.
