As part of an ongoing series of policy surveys, I asked the Democratic presidential candidates for their views on a range of abortion and other reproductive policies. The ground has shifted profoundly since 2016. 1/https://www.nytimes.com/2019/11/25/us/politics/abortion-laws-2020-democrats.html …

The candidates* unanimously supported codifying Roe v. Wade in federal law and repealing the Hyde Amendment, which blocks Medicaid coverage of abortion in most circumstances. 2/ *I did the survey before Patrick and Bloomberg entered the racehttps://www.nytimes.com/2019/11/25/us/politics/abortion-laws-2020-democrats.html …

They unanimously support ending Trump's Title X restrictions (domestic gag rule). They almost unanimously support ending the global gag rule (this may also be unanimous, but the Gabbard campaign didn't answer). 12 support repealing the Helms Amendment. 3/https://www.nytimes.com/2019/11/25/us/politics/abortion-laws-2020-democrats.html …

Seven believe misoprostol and mifepristone, which are used for medication abortions, should be available over the counter. Nine believe private insurers should be required to cover abortion. 4/https://www.nytimes.com/2019/11/25/us/politics/abortion-laws-2020-democrats.html …

But the most consequential change is, arguably, not about individual policies. The abortion debate has often been held on opponents' terms. For ex.: Procedures after 20 weeks have often dominated discussion, but account for under 1.5% of abortions. 5/https://www.nytimes.com/2019/11/25/us/politics/abortion-laws-2020-democrats.html …

So it is noteworthy that the candidates are trying to reframe the debate. Using different language, talking about expanding abortion rights instead of just preserving them, going on offense as well as defense. 6/https://www.nytimes.com/2019/11/25/us/politics/abortion-laws-2020-democrats.html …

Most of the candidates don't support restrictions after 24 weeks (roughly the point of viability for a healthy fetus, though viability varies). They noted how rare abortions that late are (less than 1%) and the circumstances under which they're done. 7/https://www.nytimes.com/2019/11/25/us/politics/abortion-laws-2020-democrats.html …

"The reasons are heartbreaking,"
@ewarren wrote, saying regulations after 20 weeks "would force women to carry an unviable fetus to term or force women with severe health complications to stay pregnant with their lives on the line." 8/1 réponse 1 Retweet 3 j'aimeAfficher cette discussion
The theme from the candidates who are emphasizing the issue most: “They’re setting the tone that this is something we should own proudly, and not just react to when something happens," @ilyseh said. 9/https://www.nytimes.com/2019/11/25/us/politics/abortion-laws-2020-democrats.html …
