How deep in the weeds will policy discussion be? How to motivate the auto manufacturers instead of just adding cash to the equation like was done for cash4clunkers. Most NEW autos are decided 4-5 years out- mandate ZEV % starting 2025, otherwise it's a waste of $$$

Anything on the consumer side allows automakers to prioritize luxury EVs and compliance cars in those states with mandates. but the CARB deal half the big autos made doesn't include any ZEV component, only a "fleet emission" standard that uses hybrids as a crutch
