How about just don't let games go to time?
If you're losing a game solidly and think you won't win normally, but believe there's a chance they went over the lgl, your goal can simply be to "survive" to force a timeout, allowing you to win a game you have no business winning normally. Please read my youtube comment.
That's a good point. 
is it possible you're overestimating the # of ledgegrabs players do per game? someone counted amsa's # in the timeout against hbox on dreamland (summit 8 i think) and it only came out to 33.
my point being that it seems really difficult to break 60 without deliberate ledgestalling
This is why rules need to be more carefully thought out. Such as, if you ledgestall, you should be disqualified as well. And to top that: The Rule should apply universally. Regardless of stock win. If you go over the limit, you are disqualified.
