A "universal rule" is very bad because it hurts other characters such as yoshi marth sheik much more than it does puff. Puff builds ledge grabs much slower than other chars, and also more safely (and with more mixups, and she has other ways to stall). Her rule should be unique.

But most other characters dont go to time
Also Cpt. Falcon and spacies along those characters although not as much. So pretty much most viable AND played characters.
But it only applies on timeout... Aside from jiggs, are timeouts really likely unless there's ledge abuse?

You can go out of your way to "survive" (a much easier win condition than winning normally, esp in certain stages/mus) and, even if you were losing & think u can't win, there's another 2nd undeserved chance to win by forcing a timeout. Please read the Youtube comment, i elaborate
