Would there be a way to prioritize BIPOC folks wanting to open a small business? Or any type of equity lens? I feel like those are the folks (especially the mom n pop shops and restaurants) who were hit the hardest and don’t have the capital to come back.

That would of course be discriminatory and racist. So naturally, SF city government will be doing it.

Why go through any of that hassle to begin with? Just start selling fentanyl. More money, faster return on your investment, constant demand, and the best perk = legal impunity.
