I suspect you might find it easier to hire for this position at 50% time, allowing you to hire someone who currently works as an ML consultant/contractor, without asking them to incur the career cost of letting their network go cold for the years they spend in this role.

You may also be able to find someone currently working on a PhD or undergrad degree who could shift to working on their degree half-time.
