    This is true. But governments never act on these things in isolation from politics, whatever covenants they have signed up to. They act to create stronger institutions and capacity (if at all) only when they see how doing so helps them to address their policy priorities.

    The full (before was preliminary) IFS assessment of each party's plan. More considered than before. If you add in Brexit, the headline is more growth, less borrowing and less debt under Lab than Con, but something tells me the media won't tell you that.

    Multiple independent forecasts predicted the recent increases in demand. It was government's job to ensure the level of supply could meet it. Rising tax receipts - including those attributable to a rising population - could have allowed this. The government made other choices.
