Except that the $70 bn figure iis based on gaps and mismatches in trade data. Not clear that it reflects actual illicit financial flows, and certainly not direct loss of public revenues...

No. But as an answer to 'tax and spend dilemmas' it isn't an answer - avoids clearly looking at whether raised public spending expectations can be met by domestic resource mobilisation
