      Quite clearly it does, yes. That doesn't mean Rule X proposed by whomever is necessarily (going to change the behaviour of North Korea or some other actor (although it might) - but you can't get around the connection itself.

      I fear the benefits of corporate transparency rules are being over-sold. The agents for the North Koreans are already merrily breaking sanctions and AML rules. I doubt they'll pause for too long before breaking transparency rules too.

      That may well be (that's a policy debate for another time), but I can't see how that relates to my point: Corporate ownership transparency - which AML rules are closely intertwined with, even part of - is keenly relevant for the international financial system and global security.

      Conceptually, sure. But in practice the rules you'd need to stop the North Koreans would be entirely different from the rules you need to ensure e.g. Google discloses its shareholdings. Trying to do both jobs with the same set of rules would result in bad law.

      Again that may be true, but that's again another point and debate altogether! I'm not making an argument about policy or a specific set of policy proposals to deal with the issue, but a macro-connection. There, corporate ownership transp. far broader than "Google shareholdings"

      "beneficial ownership transparency" rather than corporate ownership transparency? I know its functionally the same -- who owns which companies, but emphasis as @phdskat on HNWIs rather than Google?.... but whether it will prevent North Korea sanction busting another question.

          Yes, could be we're talking past each other due to definitions.. IMO, BO transparency a subset of corporate ownership transparency, which is much broader. Whether specific policy proposal will change NK situation, yes, we dunno. But there's no way around the macro significance.
