      Right! So that's why Prof Bartley is v. enthusiastic about the timber legislation, cos it reinforces domestic legislation

      Does his history reflect on the pathway, that CoC emerged in part cos developing country govts. reject social clause conditionality on trade? (the way I see it they were never going to be solution but the Q is about what pathway dyanamics consumer/brand pressure can be used for)

      Also how does he define certified vs uncertified factories. i.e. CoC in apparel not always linked to third party certification but to internal compliance assessments.
