that's just his hypothesis. TB & I are planning to investigate how companies, govs, & NGOs engage w/ this new legislation!
Does his history reflect on the pathway, that CoC emerged in part cos developing country govts. reject social clause conditionality on trade? (the way I see it they were never going to be solution but the Q is about what pathway dyanamics consumer/brand pressure can be used for)
