Q2: why is this about tax? Is it because we think it allows us to obfuscate (not always an illegitimate policy goal!)? If we think we can define these minimum standards, why not just mandate them directly? This would be much easier because could be unilateral (ignoring WTO)

I am not sure it will help but I could post my PowerPoint. However, I understand your objection to be in the nature of ‘anything that impedes FDI should be avoided, and more tax at source would impede FDI.’ Is that your argument?

That's a fair cop but it is not my point. I have two: 1) why is this anything to do with tax? 2) if the aim is to deliver more tax revenue to poor countries, do we have a reasonable basis for believing that this will not be actively harmful, let alone work?
