Is @PennyMordaunt's cross-departmental international development strategy just to promote UK interests, & let more ministries spend aid? Nuanced @owenbarder: https://www.cgdev.org/blog/what-i-would-hear-uk-development-secretary-making-fusion-doctrine-work-poor … … Excellent, and would benefit from NOISY NGO activists: Pushing for 🌍⚖️: demanding reforms.

.@owenbarder's blog is excellent, but we all know that we need widespread concerted pressure to broaden the government's agenda. So where are the brilliant NGO campaigners, mobilising the public, decrying arms sales to Saudi Arabi, demanding urgent action on climate change?

also possible that some british NGOs doubt the gov will listen, so despondently comply, rather than campaign. seeing this, others are also reluctant to bother speaking out. cos dont want to be the only one critiquing. so there's a collective action problem.

but it's not inevitable. NGOs on the continent are much more engaged: in luxembourg, the netherlands, and germany we see NGOs challenging their governments, pushing for action on international development.

i'm not sure that's true... even if we compare the *same* NGO, there appear to be differences between national branches Oxfam UK's page urges me to donate for the Yemen crisis https://www.oxfam.org.uk/what-we-do  But Oxfam Germany demands we "STOP THE WAR IN YEMEN": https://www.oxfam.de/blog/stoppt-krieg-jemen …pic.twitter.com/TYu0x5KUtf

Quite different orgs under one brand though eg Oxfam GB £400m, 45% from gov, spends 79% on humanitarian & development, 3% on advocacy. Oxfam France €4m, 19% from gov, spends 47% in France, 17% in developing countries. Different business & impact models. Different incentives.

Wow. Thank you for looking that up, Maya. I should have done so before. Fascinating, and incredibly important. But still. 3% of 400 is 12 million to spend on advocacy. I'm surprised we haven't heard more from that money.

perhaps i'm being naive about my own integrity, but i'd like to think that if i worked for an NGO, i would spend all my comms cash for yemen on condemning arms sales, rather than fundraising.

Note also restraints/chills on advocacy in the UK have increased since heady days of MPH. eghttps://www.devex.com/news/uk-charities-break-silence-on-damage-caused-by-lobbying-act-90429 …
