It's not tax avoidance; it's that the threshold after which you pay income tax (as opposed to having wage tax withdrawal) is high.

This is so going to be misunderstood -- as meaning 1% of people paying income tax, rather than 1% of people filing returns (vs Pay-As-You-Earn wage withholding)
