Grieve - it does not seem like a plain-vanillla-nothing-to-see-here case because of the scale of the penalties and interest (>50x the tax in question) and because it was publicly announced.
NB: Looks like information that it was FQM came out first from their official announcement on 20th, http://www.first-quantum.com/Media-Centre/Press-Releases/Press-Release-Details/2018/First-Quantum-Minerals-responds-to-news-article-regarding-claims-by-the-Zambia-Revenue-Authority/default.aspx … rather than as leak by 'inside source' on 21st? Given v. limited number of 'prominent mining companies' and material sum presumably they had to confirm.
