I don't think it's so much sports clubs/associations, as for example where a couple jointly buy a property together where a Trust becomes created in law, even if not on paper
I expect you'd narrow the scope down somewhere before the law is created. I have no idea if that could be done meaningfully/proportionately to catch/frustrate bad actors, but as an assessment criteria for rating countries it doesn't seem to be thought through!
