The really weird thing about the criteria though is that they amount to fairly radical transparency moves in some cases - public CBCR, publish tax rulings, register of *all* (really??) trusts etc... But if a country meets them the highest rating is "moderately secretive"?!pic.twitter.com/wINsbP2KkK
The idea of the index is more about whether the UK (and other countries) act as an enablers for profit shifting, tax evasion and money laundering etc from other countries
